I have an Overland ArcVault 12 with the magazine fully loaded with 12 tapes. Right now, it's only using 5 tapes (Monday through Friday) and it's rotating between those five tapes. The rest of the tapes in the magazine remain blank. I want to make use of the blank ones so that for this week (let's say for example) it will use tapes Monday through Friday..then next week, it will start using the blank tapes...then rotate back to the original Monday through Friday tapes used in Week one. Is it just a matter of setting the retention period to do this?

Yes, you could set the retention time and minimum number of tapes to keep in the save set of the media pool. You could also format the blank tapes an add them to the scratch set.
 
Use a standard rotation schedule and set the retention time to 13 days. Don't use the other parameters. ARCserve the will rotate your tapes over two weeks ('odd' and 'even' scheme)
