resx keeps showing up in source safe

We are using source safe 2005 and 2003 with Visual Studio 2005 and 2003. I got the whole source code on to my laptop then after a few small changes to a file I checked for differences now all of my resx files are showing up as changes. when i try to view the changes it says the files have different charachter encodings. When we open the file with Araxis merge the files look identical. any help would be appreciated thanks
