put a shortcode into the user and make all LD attempts feature busy, then test it to make sure that they can still dial local though and you might want to enable 1-800 calls and so on as well.
you could also create restrictions then you can just set them per user if you need this for more then 1 user
click the help file in manager it is pretty good for this and then I won't need to type it out
