Restrictions on PCs using 2003 server domain

Hi,
I want to use following restrictions on PCs using XP Pro SP2 suing SBS 2003 Domain.
1. Prevent USB Access
2. Precent local hard drive access (save anything on server)
3. Preven any reconfiguration.
4. Prevent any messenger
5. Prevent external email

Any good software or policy editor (which one).
Please suggest.

#1,#2,and #3 can be accomplished using group policies on the server.
#4 partially (can prevent installation of software).

#4 and #5
The problem you're going to have is all the web-based applications out there. Unless you block access (through your firewall) to sites like yahoo, google, hotmail, etc. you're not going to be able to prevent people from using web-based email and IM.
