Restriction Msg shows for any app

hi guys....
we all know that great app (GPEdit.msc) .... don't we?....

we all know that option in that app that sets some (WinExplorer) settings to prevent access the (RegEdit.exe).
and we all know then that (WinExplorer) shows a (Restriction) msg when someone trys to access the (RegEdit.exe)

my quest is :
I've seen a pc that shows that (Restriction) msg for any one (including the Admin) trys to access any app ( windows media player , notepad , regedit , gpedit , cmd ............... any thing , any thing .... )

I thought it's one of WE settings (that is set some how I don't know)
so I stopped it from (Task Manager)
tried to start a (New Task) ..... never worked
tried to start WE again .............never worked either ....

seems to me it's not one of WE settings because even WE couldn't be opened after I stopped it ....... is it ?

we all know that msg .... it tells the user to ask his (PC Administrator ).... as i mentioned even when I loged on as admin it didn't work either

is there anybody has seen things like this ???!!!?!!??!?!
is it a normal setting of something I don't know ?!?!!?!!?

a little problem ..... that pc is not mine and it's now formatted ,so I can't tell you more if you ask for something . very sorry ......

can anybody help me to find some information about this ????

Perhaps the Built-in Administrator from Safe Mode might have been an option?

Sometimes an malware infection might cause similar catastrophe?

Why does Task Manager, MSCONFIG, or REGEDIT disappear while opening?

Perhaps Group Policy went berserk?

Apart from reinstalling which has been done this procedure might have worked?

An easy to follow recovery console description when unable to start computer due to corrupt registry.

Whatever the cause, the moral of the story is backup, (complete image backups that can be restored from DOS or similar).
