Restriction issue?

I am trying to outward restrict 1 extension in a system set up in hybrid mode with half of the extensions using the 70 pool to call out and the others use a key system type setup. All of the lines are dial 9 first. For this extension I want to assign a few speed dial numbers on buttons as the only numbers they can call.
When I set it up and add these numbers to an allowed list and assign the allowed list to that extension they still can't call out and I think it has to do with the required 9
Any suggestions?

if they are dialing 9 even when grabbing pool 70, they probably have centrex lines. Did you set-up the allowed list with a 9 before the number? I would think you would need to do this for it to work.
 
The phone in question is set up as a key set with all lines on individual buttone. They need to dial 9 first since the lines are centrex. I am going out today to play around with allowed lists to see if I can restrict this 1 set but allow them to use auto dials programmed on buttons to call only 4 numbers
