Restricting Workstation Viewable Sites on a LAN

I need to selectivly restrict only certain users to be able to view only selected sites from their workstations. I dont want to use IE's built in settings as it will involve continually having to update the individual workstations as sites need to be added or removed. The data line comes from a remote proxy server where restrictions can be imposed but it will affect all the users on the LAN which is not what I want. From the proxy server the data line enters via a local router and a web server. Is it possible to do the filtering on the workstations from the server and will I need any special software to do this?
 
You don't mention what server OS you are using or what proxy software, but you should be able to create a group on the server OS, put the users you want restricted in that group, then use the proxy software to restrict only that group.
