Restricting Web Access

I am trying to set-up a simple rule to restrict web access for a specific user group. I would like to restrict access to all but a selected set. If a user try to access anything other from this approved set I would like to re-route the error message to our own policy statement. I can certainly restrict access to all but the selected set but this won't allow the re-direction to our own policy message.
