Restricting users logon to one domain

Some background:

We have a forest set up with a child domain. We have a ipsec VPN set up that is slow as molasses and I don't want people trying to login with their roaming profile in the wrong place.

Is it possible to ban certain users from logging on to the domain not locally available? I've looked around and can't seem to locate any information.
