Restricting Sets

I am trying to create a custom context to restrict sets from dialing long distance. I put 1NXXNXXXXXX in the context and name it Deny LD, and select deny on all outbound routes. I then go to the set and select "deny LD" under call restrictions. Set is not restricted. Still able to call LD. Can someone assist?
 

I did the following Custom Context setup to allow 407, 321, 911, and 1800 numbers. I had to include "9" because that is what I used to access outbound routes. I had to set “Entire internal dial plan”, “All outbound routes” and individual routes to “Allow Rules”. I also set announcement for calls to goto when restricted to drop call.

should be able to do this using PIN codes, I'll see what I can find out
 
I would build an outbound route for just 1NXXNXXXXXX for long distance calls. Then go to Pin sets and create my Pin set w/ Pin list and save. Go to outbound trunks and select long distance trunk, scroll down to Pin set, enter data and save. Go to extensions and select extension you want to have long distance dialing and scroll down to Pinless Dialing and enable, scroll down to Call Restriction and Allow all Calls and save. Any extension that is not programmed for pinless dialing will be required to enter a pin code to make long distance calls. You can create a separate outbound route for local calls with not Pin set.
