Restricting options on the site

Hi there,
I have created an Intranet site at work. Part of the site includes a section where users can obtain forms such as holidays or sickness etc. One of the problems we had was that staff were saving copies of the form in word format to the network and instead of replacing the copy they had, they are left with two copies. So eventually each staff member has several copies of each form cluttering up space on the network. Could anyone point me in the right direction on how to set up the site so that staff cannot save copies of the forms and only allow them to be printed off?

Any help would be much appreciated.

I believe that Adobe PDF documents can be protected so that they are view and print only. Somehow the save a copy function can be removed from these pdfs, but I don't work that much with pdf, so hopefully this points you in the right direction.
