Restricting Long Distance Calls?

Was wondering what the best way to restrict long distance calls on for instance common area phones. Like break rooms and hallways and things of that nature. We had set up some short codes to block them, but the users then figured out if you dial "9" and wait long enough you will get secondary dial tone and you can dial long distance calls. Doing it this way you dial the "9" and wait maybe 10 seconds then it has the external analong line and can dial whatever you please. I have figured out a way to do it by restricting all the long distance calls in the ARS table and then using a short code on the rest of the phones to allow them to dial out long distance.
Any and all help is appreciated.

continue with the 9 but also add it to a user short code. As a user dials out it looks at this first, then trunk, then general.

You could create a user rights group "international Barred" and in there use the 900N Busy Feature.
