In Win 98...is there any way to

1. Allow user A to recieve and send email
2. Restrict user A from surfing the web?

It is okay with me if there is a way to prevent USER A from
installing a browser.

I cannot find it...but if anyone knows how it can be done,

Set up a logon profile with a password.
CP, Passwords, User profiles.
Remove the browser from this profile (disallow).
Install a 3rd party email client like eudora or pegasus, and remove Outlook completely (CP, Add/Remove, Win setup, OE) Uninstall. No, that doesn't prevent any software from being installed.
If the user erases the .pwl, then anyone could log in.
It sounds like you need more security than profiles can provide, and you may be looking at an NT server setup.
The other option is to hide everything you don't want the other users to find. This is very involved, as you must hide either individual files and/or folders one at a time. I may be easier to go to the next level. Limit the user at the router level. If you have a Cisco Router in your network mix, perhaps creating an access-list would solve your issue. You could set up based on the users IP address. This may be helpful in the future if you wish to restrict others in the same manner - simply add their IP to the access-list. No more surfing.
