Restricting calls - NCOS?

Hi,

Pick all your brains pls!!

I need to make an internal phone as folllows:
- To restrict making any external calls.
- Allow use of Emergency services number
- restrict all internal numbers, except one number!!

Basically this phone will only ring 1 internal number and have the ability of contacting the emergency services via 999

I thought the best way would be via using a spare NCOS and changing it, however, can't find my NCOS instructions!!

Any help/advise would be apprecaited.
 
NCOS dosn't restrict internal calls.
You can use Pretranslation for this.
 
Create a phone without SCR keys and only with hotline keys
 
Thanks for your suggestions so far, we have a voice over IP system, but key '0' needs to be a DN, so can't assign Hotline to kay '0', only '1'. We can limit phone to NCOS1 which sorts the external call issue.

Try CLS FR2

FR2 – Allowed to originate and receive internal calls. Denied access
to TIE and CCSA networks and to the exchange network.
