Restricting access to OWA

I'm about to introduce OWA onto my Exchange 2000 server, but I only want a small group of people to be able to use it as I'm worried about the streaming file (priv.stm) growing to an unmanageable size. Does anyone know if it's possible to grant or restrict access to OWA in this way ?

The streaming file can grow without people using OWA. It really doesn't have anything to do with OWA. It's part of the mailbox store.
