Restricted user and ODBC System DSN read issues

I have a user setup on win 2000 machine as a restricted user(not power user). Trying to use an application which uses an access database. When attempting to launch program, receive error "Cannot read ODBC DSN from registry". There is a System DSN setup for this. Gave the user Power User rights and works fine. But cannot do this for everyone. Anyone know what rights must be give to a restricted user to access system DSN in win 2000?
 
Go into regedt32 (start > run). Find the reg key under local machine that controls your ODBC DSN. Select it and choose permissions from the top menu. From there, you can control the specifice groups of users that can have permissions to this object.
