Restricted DB access doesn't work with NT authentication?

When I run this command to prevent users that have read only type permission..
ALTER DATABASE Roster SET RESTRICTED_USER WITH ROLLBACK IMMEDIATE

Any login I create with SQL Server authentication is prevented for accessing the database but, if the user login is created using Windows NT authentication that user will have no problem accessing the Roster Database.
Both logins have the exact same permissions and the only role they are granted is db_datareader.

Can anyone explain why this is happening?
I really need to find a quick answer!

Are those Windows Authentication Logins also System Admins on the local box (or domain admins)? If so, then by the SQL Server BUILTIN\Administrator login, they have admin privileges on SQL Server.
