Restrict win9x clients to net sharing

I have a RH 6.2 setup, DHCP Server, IPChains enabled for net sharing. I wish to restrict my users to sharing the any kind of net, on invalid passwords.

Right now the users, if they press ESC, can still access the internet, although the LAN is inaccessible. I wish to restrict same, unless proper password entered.

Can some1 pls suggest me how can i do it?
