restrict users ability to save to local drives

I have been asked to create a GPO that restricts users ability to save docs to the C drive. So far I have created a GPO with the following settings.
*loopback enable in computer settings set for replace
* folder redirection for documents and application data pointing to their user folders.
*Hide specific drives enabled for A, B, and C drives only.

May problem is two fold:

1-folder redirection doesnt work simply because the folder I would like to redirect to is the user's personal network folder however the folder name is not the user's username which prevents me from using the %username%.
2-the hide specific drive does not in fact hide the drive if the user opens explorer they have complete acces to it. However, if they open My documents there is no icon representation of the drive.

Did you ever solve this? It seems like the only solution is to rename the user's home folders, and that could be a job, unless you have space to create another set of "home" folders just for folder redirection.
