Restrict Set to Local 1+AreaCode and toll free calls

I have a Merlin Legend release 3 and I am confused on how to restrict a set to local calls and toll free calling only. Local calls can be 7 digit, 1-440-xxx-xxxx, and 1-216-xxx-xxxx. The restrictions heading is too basic. I saw the Tables heading and am confused on all my options for ARS and to allow and disallow.

The legend is set up in Hybrid/PBX mode. Dial 9 plus the the number.

You'll want to Toll restrict each phone that should have this setting. Then create an allowed list including the toll free area codes (800,888,877,866) and add each toll restricted extension to the allowed list. It sounds like local calling to you is in two separate area codes, so whichever area code you are in, also add the other area code to that same allowed list.
 
I'll have get in there and give it another try. I know I did not have the set marked as toll resticted under the restriction heading.
