Restrict Sending WAV File Off Network

I understand that MM wav files are encoded with IPM.OCTEL.VOICE.CA. Has anyone set up restrictions in Exchange so these types of files cannot be forwarded outside of the network? Not all wav files, just those.

Additionally, is there a way to provide a link instead of a wav file to listen to messages?
