Restrict recipients

We have PCs located in contractors' offices who are connected to our network and need access to our Exchange 2000 system. Is it possible to restrict mails they can send to a predefined list, in the same way that incoming mail can be restricted to certain senders?

I want to achieve the opposite and specify who the user or group can send to, internally. Can it be done?
