Restrict (Prohibit) sending

I would like to restrict a mailbox from sending out any email due to some reasons. It should only be able to receive mail but not sending mail. This configuration should be done at the Exchange server. Any possibilities ?
 
only thing i can think of at the mo is setting the maximum outgoing message size to 0Kb

I have guesed that before and tried, but it failed to work. However, I have just discovered that under the limits tab, just beside the maximum outgoing = 0 K, there is another property called Prohibit Send (K). Setting this to zero would work the way I wanted. Thanks PRW2000 for ur responds anyway.
