How to allow read & execute access to child folders while restricting access to the parent folder in NTFS?

\\elf\Faculties(Staff\read & execute)\HSIE(Staff\read & execute)\Ancient History(Staff\read & execute)

Our Faculty Master would like to prevent users from moving/deleting folders in the HSIE directory. At the moment the Faultly Master is in the Staff group.
Would I need to just remove permissions for the Staff group on the HSIE folder only and give the Faulty Master modify permissions for HSIE?

Within the parent folder assign read only rights to This Folder Only.
Then add whatever rights you want to the subs and select SubFolders Only.
