I would like to prevent users of one extension from placing outbound calls, while retaining the ability for that extension to call 911 in an emergency.

It only needs to place and receive internal, station to station calls, and 911 if needed.

Change the restriction to not allow outbound.

So select a cor and the restriction should be outward.

COR Number: 66
COR Description:

FRL: 0 APLT? y
Can Be Service Observed? n Calling Party Restriction: outward
Can Be A Service Observer? n Called Party Restriction: none

you can also try "Station Lock" which lets you setup a "LOCK COR", then assign it to the COR of the station. It can be locked based on time-of-day, or you can use a station lock/unlock FAC code to lock and unlock it.

This gives you more flexability, as you can set the LOCK COR to be as restrictive or non-restrictive as you want.
