Restrict outbound calling to one area code. 1

I have 12 analog ports on my system that are used for outbound calling from an analog device. I need to restrict those 12 ports to be able to dial the local area code (616) only. I've set up a unique COR and made the Calling Party Restriction as both TAC-TOLL and ALL-TOLL and tried to narrow the area code down in UCL, but I still seem to be able to make calls anywhere. I think I'm missing a step, but I'm in a time crunch. I've attached a screenshot of the COR.

Change toll 616.

Setup a COR with the "Calling Party Restriction" set to all-toll
Then add the relevant unrestricted call list to the COR.

The Max would be set to the usual length of the full numbers. In the example above I used UCL 3 but it can be any free UCL.
