Restrict one ext. from dialing another ext.

I have 2 Option 81's tied together via tie, so you can 4 digit dial between the switches. They want to restict one extention from being able to dial just one other extention (but allowing it to dial the other 4000 extentions). Everybody I've asked says it can't be done. Any ideas?
 
If this is over tielines, are you using CDP/DSC's?? If you are, you can always break out the DSC's to your individual DN & block it.
