Restrict on-demand reporting?

Has anybody figured out how to restrict on-demand reporting, but still allow non-administrative report scheduling? In other words, let the user schedule a report, but don't let them run the report on-demand.

In my opinion, this seems to be a gaping hole in CE's Administrative logic.

Yes this is gaping hole in CE 8.0's administrative functionality.

The good news it that CE 8.5 Professional addresses this and many other administrative anomalies.

If you are prepared to wait a month or two and then upgrade to CE 8.5 Professional your problem will be solved.
