Restrict Notify Me in Web Subscriber Options

Hello All, I am running MM version 3.1 Service Pack 7. Is there any way to allow only me as Administrator the ability to put in the e-mail address for Notify Me but... and here is the hard part... allow users to access Web Subscriber options but not let them have the ability to change the notify me e-mail address? We use Notify Me into Lotus Notes and it works great. Lotus Notes being the Internal Company Standard. I am not allowing anyone to put in yahoo.com or hotmail.com.. but the moment I open Web subscriber options I know they will try to send the e-mail notify me message to an outside e-mail address whaich is not allowed. Any Ideas?
 
If the feature is allowed in the COS it will allow them to change / add it on WSO.

Where would you like the notify to go to ? Internal email only?

Yes just stay in the company internal Lotus servers only. i would have liked Voice Mail to allow me to add it but then restrict the users from touching or seeing it and I tested changing the class of service to notify me allowed NO and as soon as I did that notify me messages to my internal company e-mail stopped working even though i left the e-mail address programmed in the field before i changed the class of service. Oh well I guess asking the network and the Lotus Notes Server guys to allow only our Notes addresses will be the only way until AVAYA can fix that part from the GRIP case I created with AVAYA to alllow admins to touch the notify me info and restrict the end users from seeing in in web subscriber options.
 
I don't know if this will help but MM Rel 4 and MM Rel 5 allow you to add email domain restrictions within VMSC:

"Use the Web Subscriber Options dialog box, Email Domain Restrictions tab to determine the e-mail domains accessible to subscribers when they are configuring Notify Me, and adding e-mail addresses as Personal Distribution List (PDL) members"
