Simple answer is NO. The music is applied to the Customer in LD 15 and then applied to the routes in LD 16. If the inbound or outbound call gets placed on hold and it is assigned music in the route the call goes out on then the outside caller will hear that music source assigned to that route. It isn't specific to a TN or DN. You build a music route, music trunk, and then assign that music route to your outgoing/incoming trunk route. Yes, you can do multi tenant or multi customer but that could be a nightmare.
