Restrict message on all extensions outside of one office

4 offices have NEAX 2000 IPS. Voicemail housed centrally in main office. All connected via frame relay. Main office cannot dial any remote office. When dialing the 4 digit extension the handset displays Restrict. The RESTRICT comes up after the last number of the 4 digit extension is entered. The frame relay is up and intact. This past friday I realized I could not connect to any of the other PBX's through matworx from our main office, however the 4 digit dial was still going through. Everyone can call out using 10 digit dial, the 4 digit does not work. Nobody outside of the main office can get to their voicemail. Can someone please help. Our vendor is horrible. I am somewhat familiar with matworx

Try to reset your IPLA Card at the main office.
