restrict internet through group policy

I need to force a half dozen problem users to restricted internet access. I need to only allow usage of two work related websites and restrict the rest. I tried setting up a GP that uses a proxy of 127.0.0.1 and except the two websites, but this doesn't seem to be working.
Any ideas? Am I in the wrong place for GP to do that?
 
This should work but may not using 127.0.0.1 as the proxy as this is telling it to use itself, not sure what effect this would have to be honest (may try it later)?

Have you tried using an address on your network that is valid but does not belong to anything?
