Check out Microsoft's Q231289- Using Group Policy Objects to hide Specified Drives in My Computer for Windows 2000. You can customize the drop down list and everything. It works great. NOTE this article explains how to "hide" specific drives -however, I believe it also tells how to RESTRICT certain drives as well...
