Restrict Comp or Promo to specific payment methods - Is this possible?

As the title reads, I am attempting to restrict one of our comps to be only available with certain types of payment methods. Is this possible at all?

I'm specifically attempting to restrict a house account from receiving an additional comp we offer to other customers.

So I was thinking...perhaps if I make an empty Promo or an empty comp, then I can mitigate this situation through a script running an empty comp/promo prior to House tender and verify that no one comp/promo is on check.

Is there a way to do this? I've been testing but can't figure it out.

I'd recommend mentioning which type of POS system you're trying to get this set up on, so that the right folks can respond with more specific questions and information.
