restrict certain trunks to specific users for outbound calls

Customer wants a number of users to have a line that is only availabe to them for outbound calls. All trunks are analog, and there may be quite a few of them that want this.
is there a smoother way to do this than having a shortcode for each user that?

What about creating the shortcodes in a "user restriction" and applying that to all of the users instead of manually putting in each shortcode for each user.
