Restrict browser access

I'm trying to setup Internet access for a non-profit organization that I'm associated with. We want to restrict Internet access on a laptop running XP Pro to just 1 web site. Is this possible? Is there a way to configure Windows or IE to accomplist this. 3rd party software?
Thanks in advance for any advice.
