Restrict Blind Transfer on Station Level

Does anyone know how we can restrict the ability to perform a "blind" transfer on a station level? We don't want a system-wide setting, but if we could place a restriction on a station-level that required the other party to pick up before the transfer was completed.....that's what we're looking for.

This is a system setting for all phones. You would need to replace the yes with a no.
