Restrict access to outside calls

We have a Partner ACS system, R2. Is there any way to program an extension so that they can't access any outside calls? In other words, they'd only be able to make and receive inside calls. Using "Line access restriction" and not assigning lines to that extension isn't enough because they can still pick up transferred and on-hold calls. Any help much is appreciated!!
 
remove the lines from the phone in programing go t0

dial 2 which removes line , but calls can still be transfered, thier is no way to stop a transfed call,
 
You might want to consider emergency 911 access. Leave the lines assigned to the extension, make disallowed list with a wild charcter as the only entry, assign it to the extension, and be sure 911 is in the emergency list. If they dial ANYTHING except 911, they will be disconnected.
