Restrict access to local drives

Server 2003 - XP Clients.
I want to restrict users access to the local drives of their PC's. C:\ - D:\. Basically I don't want them to save their work on the local drives and I don't want them to be able to delete system files etc.

I don't however want to block complete access as I know this may cause unforeseen problems. For example Antivirus programs that use the C:\ drive.

What is the best way to do this and how do I achieve the above so as not to hinder the user.

I think you need a combination of group policy and File system rights, but its beyond my expertise to tell you exactly how.
Basically use a group policy to redirect all personal folders to a network share and lock them down so they can not install programs or create folders and the like.
Your anti-virus can run on another account or a system account without any problems.
