Restrict Access to local drives via GPO

Server 2003 - XP Clients.
I want to restrict users access to the local drives of their PC's. C:\ - D:\. Basically I don't want them to save their work on the local drives and I don't want them to be able to delete system files etc.

I don't however want to block complete access as I know this may cause unforeseen problems. For example Antivirus programs that use the C:\ drive.

What is the best way to do this and how do I achieve the above so as not to hinder the user.
