Restrict access to local calls only 1

Just wondering if there is a way on a Partner phone system to restrict an extension to local calls only?

On an ACS go into system programming and 401, enter ext # and make it a 3, local only

Except this will only restrict 1 as the first digit, leaving you open to 7 digit toll calls.

Use Disallow list 1, entry 1, make it "wild"

Use Allow lists to include ALL local prefixes, and 1800, 1888, 1877, 1866, 1855.

Be sure 911 is in the Emergency list.
