Restrict Access to Internet Sites

My company allows full internet access to a selected group of people only. However, they would now like to allow another selected group to have limited internet access to 1 specific site only. It is imperative that this group cannot "break out" from this site and are completely locked down, whilst the 1st group still enjoy full access. I have considered using IEAK, policies, web cacheing etc., but dont seem to have an answer. I dont think it's possible, but am willing to give it this last shot - any ideas?
We are using:
Proxy Server 2.0
NT 4.0 sp6a (on proxy server)
DHCP
Clients use windows 98se, IE5
