Restricing File writes

On a Windows 2000 server is it possible to restrict the writing of a file with a particular extension?

For example, if I didn’t want any user to write *.wpd files to the server but write files with all other extensions is that possible?
 
just set up a group policy object for the particular users ("Everyone group"?) on that server, ou, site, domain, or whatever...
