Restoring W95 WS from Arcserve backup ??????

I need a sure fire way to restore a W95 workstation from a backup. I use Arcserve 6.0 for Netware and have fully backed up several PCs. Does Arcsevre back up all windows system files. If I perform a restore of a windows 95 workstation to a newly formated H.D. will the OS and all systems files come across with the restore??? I know this can be accomplished much easier using Ghost however we do not have the disk space on the server.
