Restoring system to smaller disk

We wish to restore our OS to a smaller disk configuration.

We have a Proliant with several disk arrays. We made the mistake early on of putting the system on too large a logical drive consisting of several physical drives. Basically our C: drive is 138GB (8 physical drives), of which we are only consuming 11 GB.

We want to move it to a smaller disk array and take more advantage of RAID.

But all the utilities we have seen so far (e.g. ASR and others) require that you restore to a partition of equal or greater size from which you built your backup.

Does anyone know how we can backup and restore the system disk to a smaller disk array?
