Restoring SQL 7 DB on recovery server

I am trying to restore all databses to my recovery server (NT4 SQL7) using veritas backup exec, the restore seems to run out ok but the restore log reports "RESTORE DATABASE must be used in single user mode when trying to restore the master databse" I'm trying to locate information on this error without much luck, Has anyone seen this particular error before?

I read somewhere that the db needs to be in single user mode when I restore the master DB, But when I run in in single user and try to run the restore the error I get in veritas is " unable to connect to one of the drives"

HELP!
