restoring lost privileges

Hi,
I'm new to MySQL and am going round in circles here!
I restored a DB from a dump and then founf that the developers login could see the database but not the tables.
I have run grant all and followed it up with a flush privileges, but to no avail - they can still log in, see the database, but cannot see the tables.
I am sure I am missing something fundamental here - but any help would be appreciated
