Restoring IIS on NT4

Hi,
I currently run an NT4 server with IIS. Service pack 6a has been applied and IIS has all the latest patches. I backup to an IBM tape library (500 tape device) using Networker 6.2. Backups seem to be successful.
I am currently trying to restore the full system to another server. I have given the DR server (which has had a base level of NT4 installed + IIS ) the same name, same IP address, same page file size, same DNS setting, same local admin password etc etc. (whilst attempting this I have taken the live server off the network to avoid IP / name conflicts on the domain) Open file manager has also been installed.
When I restore the web content and the system state. will not start.
I have also tried importing the exported iis metabase with no success.
I logged a call with legato, but I think the guy would have to get his mother to tie his shoe laces before he leaves the house in the morning, if you know what I mean.
Please can someone help.
Or has any one out there successfully restored IIS using legato networker??
