Restoring documents within Exchange 2000 bricks

I'm using Arcserve 2000 SP4 (v 7.0, build 1100) to back up an MS Exchange 2000 server. The backup agents are SP4, too.

Many of my users store documents in MS Outlook folders on my Exchange server. When trying to restore files like this from tape, sometimes I get the whole file (like a 36kb .JPG), but most times I just get what looks like a pointer to the file. The pointer is only 64 bytes, and bears the name of the original file.

Can the Exchange Agent back up user data files, or is it only meant for message files (.EML)? Were those files open during the backup job? What gives?

The brick level backup is only meant for the .eml files.
