Restoring Active Directory/Group Policies to a different server

We're in the process of disaster planning. We have a Windows 2000 Server with quite a few group policies and security settings in place.

Whilst we've got system state backups to restore to the server in the event of a windows crash, how would we go about restoring the group policy settings etc to a new server?

We have tried restoring system state data to a different server (test setup) with different hardware and it will not restore (due to differing hardware).

is it possible somehow to restore group policy settings to a totally different server or do you have to re-create them??
